SUMMARY:A conversation with Strong Towns - Escaping the Housing Trap
DESCRIPTION:On Tuesday\, April 23\, 2024 at 6:00PM ReForm Shreveport will host a Book Tour presentation with Chuck Marohn from Strong Towns. This book\, called “Escaping the Housing Trap”\, discusses the tension that exists in america today between housing as an investment and as a shelter we all need to survive. Charles Marohn has graciously asked to stop by this month on April 23rd to present this content to us here in Shreveport. Here is the description from Strong Towns: \n“Housing is an investment. Investment prices must go up. Housing is shelter. When the price of shelter goes up\, people experience distress. \nThis is the housing trap. It’s time to escape. This presentation introduces a first-of-its-kind discussion of the tension between housing as a financial product and housing as shelter. These insights will help local communities fight back against the current affordability housing crisis\, and opt out of the boom and bust cycles that have typified housing in postwar America. \nThis presentation offers a serious\, yet accessible\, history of housing policy in the United States and explains how it led us to this point in time: where we face a market that is rigged against people who\, only a few decades ago\, could have been homeowners or stable\, long-term renters. Only local change\, on a neighborhood or city-wide scale\, can begin to restore balance to the housing market.” \n\nAfter the event\, there will be a book signing and opportunities to discuss more with Chuck and others from the Strong Towns staff. The presentation will help our community understand: \n\nHow the tension between housing as an investment and housing as shelter impacts where and how we live.\nHow financial innovations in the Great Depression stabilized the housing market\, and how those tools were repurposed after World War II to rapidly expand America’s cities.\nHow a series of housing price bubbles and banking crises have financialized the housing market\, transforming homeowners from the customer purchasing a home to the product supporting a mortgage.\nHow regulations designed to facilitate the rapid growth of cities end up stagnating neighborhoods and creating artificial housing shortages.\nWhy making it easier for more people to borrow more money is not a solution to housing affordability and\, in fact\, has only made housing less broadly attainable.\nThe huge difference between a goal of making affordable housing and a goal of making housing affordable.\nWhere cities can effectively intervene to make their housing market more locally responsive\, broadly increasing affordability without participating in the boom and bust cycle of the broader housing market.\n\nThis event\, which will be held at Louisiana State University\, Shreveport (One University Place\, Shreveport LA 71105) will be live-streamed on the ReForm Shreveport Facebook page\, and saved for viewing later. We hope you can come to LSUS.

SUMMARY:Legislative Public Hearing for the Highway Priority Program
DESCRIPTION:This past Friday John Perkins attended the NLCOG meeting and learned that the Louisiana Legislative Joint Transportation\, Highways\, and Public Works Committee is holding its annual roadshow around the state to review fiscal year 2024-25 preliminary priorities with interested citizens and hear from citizens their concerns and priorities.\n\nThe meeting for the Shreveport / Bossier City area (District 4) is this Wednesday February 7\, 2024; 8:30 am at LA Tech at Bossier Parish Community College\, Building H – Moran Room\, 6220 E Texas St\, Bossier City (District 04: Bienville\, Bossier\, Caddo\, Claiborne\, Desoto\, Red River\, Webster)\n\nPlease excuse the short notice. John asked that anyone who can please join him at this meeting to speak about prioritizing maintenance\, updating transportation planning methods\, and right-sizing our transportation infrastructure without additional revenues. A good summary of our issues can be found in a January 24th published letter to Governor Landry by the Louisiana 4-Corners Coalition for Transportation Planning Reform (La4CC)\, Louisiana’s future demands 21st century approach to transportation. As a La4CC member Allendale Strong collaborated in writing this letter / article.\n\nThe following is an excerpt from the LaDOTD website announcement linked above:\n\n\n“All interested persons are invited for the purpose of becoming fully acquainted with the proposed program and will be afforded an opportunity to express their views in person. Oral testimony may be supplemented by presenting important facts and documentation in writing. Comments may also be provided at the above web address. All interested parties will be able to listen to the meeting by ZOOM. The ZOOM information will be posted on the Highway Priority Program web page at the above web address prior to the hearing. Written statements and comments can be handed to the committee conducting the hearing or mailed to the following address\, postmarked within 45 calendar days following the final hearing:“\n\n\n\nJOINT TRANSPORTATION\, HIGHWAYS AND PUBLIC WORKS COMMITTEE\n\n\nC/O LA DOTD (SECTION 85)\nP.O. BOX 94245\nBATON ROUGE\, LA 70804-9245\n\n\nLast year Allendale Strong made an effective presentation that was reinforced by Representative Glover\, a committee member. This year newly elected Representative Steven Jackson is on this committee.\n\nHope you can attend or submit written comments.

SUMMARY:NLCOG Public Input Meeting
DESCRIPTION:Public Input Meeting Announcement and Position Statement\nSince February of 2012\, Allendale Strong members have been working together to renew our community Relationally\, Economically\, and Environmentally. That includes politely and consistently advocating for separating through traffic from local business traffic. In the decade since the 3.5 mile I-49 Inner City Connector (ICC) “zombie” project has been revived by the Committee of 100 and other community members\, North Louisiana Council of Governments (NLCOG) has repeatedly ignored input from any community members who are not in favor of building the connector through the heart of Shreveport. We have to assume that the upcoming public input meeting will lead to more of the same – carefully recording opinions on all sides\, only to ignore those who advocate for anything other than the destruction of our historic\, downtown adjacent neighborhoods. \nNLCOG will be presenting the route options for public input on Tuesday\, October 17\, 2023\, from 3:30-6:30pm at the Shreveport Convention Center in the Captain Shreve Ballrooms C & D. They will be labeled as 1\, 2\, 3\, 3A\, and 5. All of these route options explored by NLCOG are bad for the neighborhood and bad for the city at large. The only option that does not defy federal laws (1965 Transportation Act and 1969 National Environmental Policy Act (NEPA)) is #5\, which would designate 3132 as the I-49 Loop and use federal dollars to make it bigger and wider. Using the 3132 loop is what we’ve recommended for over a decade. While #5 gets closest to what we have learned are the best practices for cities\, adding lanes and expanding capacity as planned would certainly be a waste of taxpayer dollars. \nWe encourage citizens to attend the public input meeting to learn more about all of the proposed routes for a project which cannot be completed for another 20 years. Which ill-advised construction project would you like a billion taxpayer dollars to be tied up in for two decades? NLCOG is currently projecting a record of decision will be made by next year\, regardless of public input. We also anticipate filing a lawsuit (we have received legal assistance from over a dozen pro-bono attorneys) if the decision handed down is any of the first four route options through the city. All four are illegal. All four cannot get funding from the federal government. All four would destroy valuable historic areas of our city\, and burden us with the maintenance and upkeep of a billion-dollar project that no one needs\, and that would make the problem of sprawl in Shreveport much worse. The I-49 ICC 3.5 mile cut-through freeway proposal was officially removed from consideration twice by the Federal Highway Administration (FHWA)\, first in recognition that it violates 1969 NEPA\, then in a 1996 corridor study stating the existing 3132 loop would be designated I-49 through Shreveport due to the ICC proposal being redundant\, wasteful and harmful. Why has NLCOG and business interest continued to advocate for a bad idea? \nAllendale Strong has spent over a decade learning about what works best for cities and the people who live there. We’re now proud to be part of a state-wide coalition to change how transportation planning happens (La 4 Corners Coalition) as well as a national group of citizens just like us who are fighting unnecessary interstate projects around the country (Freeway-Fighters.org). The systems that are in charge of building interstates in America are very old and very hard to change. But the things we build in turn shape the way we live. We will continue to advocate for building environments that build community wealth and enhance human health and well-being\, rather than cause harm like interstates do. Allendale Strong meets every second Thursday of the month from 6:30-8:00 p.m. at the Friendship House at 1515 Clay Street. We are excited to be able to now turn our attention to renewing SWEPCO Park\, creating a Corner Store Food Co-Op\, and empowering citizens to become homeowners. We hope you’ll join us to work toward building a Shreveport we can all be proud of and that will serve all humans – not just those who own automobiles.  \n  \n\nWhich future do you want to live in? We’ll gladly continue to collect citizen feedback to submit to NLCOG at: Future Survey\n\n\nAs soon as we know how to submit comments directly to NLCOG outside of the Oct. 17 meeting\, we’ll post the details here.

SUMMARY:Ballpark Mural Celebration
DESCRIPTION:Join us to commemorate Shreveport’s ballpark mural and all that it represents. \nIn 2021\, a 400-foot mural was created  at Galilee Baptist Church’s Stewart-Belle Stadium in Allendale.  Shreveport’s Commission on Race and Diversity funded the community arts project.   The painting on the mural depicts some of the history of Shreveport’s African American community.  It is a rich\, deep history that is not well known.  I was proud to be lead artist for this important project.  \nAllendale Strong is working with Galilee Baptist to celebrate the mural\, the history it represents\, and the ballpark.  The celebration is planned for September 9th\, the day before the birthday of C.C. Antoine\, a significant figure in our city and state’s history whose image is on the mural. The celebration will include music and stories\, local food trucks\, artists\, and baseball. It will be a fun day for the whole family! \nLearn more about the mural and upcoming celebration here.\n

DESCRIPTION:Grassroots group Allendale Strong will raise concerns about regional transportation planning in a public presentation to the Shreveport Metropolitan Planning Commission May 31. \nThe group contends that Shreveport’s 2030 Master Plan and its focus on “inside the loop” development are being undercut by outdated transportation planning that encourages suburban sprawl. \n“Transportation planners for our region are using a 1950s approach to build a city for the 1970s\,” said Allendale Strong member John Perkins. \n“Shreveport citizens who helped write our Master Plan favored a modern focus on growth inside the loop to improve our downtown and our neighborhoods\, rather than relentlessly growing outward.” \nAt its May 3rd meeting the MPC’s executive director\, Alan Clarke\, announced a special May 31 meeting of the commission to hear the Allendale Strong presentation.  The public meeting will be held at 3 p.m. in the City Council chambers at Government Plaza. \nPerkins said Allendale Strong will present historical data on the development of Shreveport’s urban highways and commentary by past city planners on the impact of freeways on the city. \n“Shreveport planners going back to the 1950s predicted that the city would be divided by interstate highways cut through our city.  They said they were powerless to stop these freeways because federal policymakers empowered transportation planners to ignore local land-use concerns. \n“Shreveport citizens of today should learn from past mistakes and insist that those who plan our transportation projects be knowledgeable about our city’s land-use priorities and work to meet them.” \nAllendale Strong has focused much of its attention on the Northwest Louisiana Council of Governments\, a multi-parish agency charged with transportation planning.  NLCOG is the primary champion of the 3-mile\, $1-billion Interstate 49 Inner-city Connector through Allendale between I-20 and I-220. \nMPC Chairman Bill Robertson asked Clarke to notify NLCOG and the Louisiana Department of Transportation and Development of the special May 31 meeting so they can hear Allendale Strong’s concerns. \n“Shreveport has unchecked sprawl and serious infrastructure problems\,” Robertson said.  “Allendale Strong believes these problems are caused by a conflict between the goals of our city master plan and the goals of transportation planning. \n“By airing these issues the MPC can expand the public conversation and help Shreveport citizens create a better future for our citizens.” \nAllendale Strong is celebrating its 11th year as a grassroots organization dedicated to better transportation planning for Shreveport.  The group’s focus is to renew Allendale relationally\, environmentally\, and economically. \nAllendale Strong promotes two alternatives to the I-49 Inner-city Connector project that would separate local traffic from through traffic: (1) a “business boulevard” for local traffic connecting I-49 at I-20 downtown to North Shreveport\, and (2) improvements to the existing freeway loop formed by Louisiana 3132 and Interstate 220 for through traffic. \n  \n  \nKeep Allendale Strong!  Support us with a tax-deductible donation to Allendale Strong at https://secure.actblue.com/donate/allendalestrong-1 or by mail to 1528 Clay Street\, Shreveport LA 71101.  Visit our website at https://allendalestrong.org/ .

SUMMARY:Homeowners Summit
DESCRIPTION:Homeowners in the Shreveport area are invited to learn with us at the inaugural Homeowner’s Summit to be held Saturday\, May 7\, 2022. This free event is spearheaded by Allendale Strong\, and will begin at 11am and conclude at 1pm. This summit will be packed with useful information for anyone who owns a home\, or anyone who is interested in purchasing a home. Following the presentations and panel discussions\, participants will be led on a walking tour of the surrounding areas of interest in Allendale. The summit will be held at the Community Renewal International Friendship House at 1515 Clay Street\, an ideal starting point for viewing local points of interest and discussing the many upcoming projects and investments that are in the works now.  \nThe motivation to convene a Homeowner’s Summit came out of a desire to learn from and replicate some of the positive changes in the Allendale neighborhood over the past 10-15 years. A neighborhood that was once the most dangerous in Shreveport is today one of the safest – a change sparked by small\, individual investments that snowballed to transform the entire neighborhood. Homeowners in this area have more power than most Shreveport citizens are aware of\, and summit organizers are excited to share knowledge and perspective on how to spark similar healthy changes in neighborhoods across the city.  \nRepresentatives from Caddo Action Agency\, Caddo Council on Aging and Shreveport Community Development will be on hand to provide information about their programs to help homeowners in the community. In addition\, the panel discussion will feature some of the key players and observers of the changes in Allendale over the years. Moderated by Roosevelt Bryant\, who was raised in Allendale\, the discussion will gain insight from Pam Morgan\, the Allendale Friendship House Community Coordinator; Terri Thrash\, a current Allendale homeowner; Rosie Chaffold\, homeowner and Friendship Garden of Hope & Love founder; Dorothy Wiley\, Allendale homeowner & Allendale Strong President; Mike Leonard\, Community Renewal Coordinator and Fuller Center for Housing board member; and Kim Mitchell Director of the Community Renewal Center & Institute. \nRefreshments in the form of sandwiches\, snacks and water will be available throughout the summit thanks to Our Lady of the Blessed Sacrament. Reservations are not required to attend\, and anyone interested in homeownership (current or future) are welcome to attend.  \n“Shreveport is only as strong as its weakest neighborhood.” Allendale Strong is a learning-doing group of citizens\, working together to renew our community Relationally\, Economically\, and Environmentally. Its vision is to empower our community of willing citizens\, and share its knowledge and experiences with other neighborhoods\, enabling each to grow to potential wholeness. Its ongoing initiatives include forming a food co-op corner store in Allendale\, renewal of the neighborhood’s SWEPCO park\, and advocating for a wealth-building business boulevard through Allendale.  \n\nSponsored by: Allendale Strong\, Community Renewal International\, Ledbetter Heights\, Lakeside\, Allendale Partnership\, Our Lady of the Blessed Sacrament\, Fuller Center for Housing\n\n\nPromotional Video: https://www.facebook.com/roosevelt.bryant/videos/1294974137662007

SUMMARY:Confessions of a Recovering Engineer: How to make Human-centered transportation decisions for all of Shreveport’s residents
DESCRIPTION:Charles Marohn\, professional engineer and founder of the Strong Towns movement\, lifts the  curtain on America’s transportation system in his newest book\, Confessions of a Recovering  Engineer. In this book tour presentation\, Marohn demonstrates how the values of engineers and other  transportation professionals are applied in the design process\, and how those priorities differ from the  values of the general public. By showing how transportation investments are a means to an end and  not an end unto themselves\, Marohn reveals how the standard approach to issues like fighting  congestion\, addressing speeding\, and designing intersections only makes transportation problems  worse\, at great cost in terms of both safety and resources. By contrast\, the Strong Towns approach to  transportation focuses on bottom-up techniques for spending less and getting higher returns\, all  while improving quality of life for residents of a community. Fixing our broken transportation system will involve not just engineers\, but local residents and officials who have become effective and empowered advocates\, connected with others to make real change. \n\nAdmission: Free\nPresented by: Community Renewal Institute\, Allendale Strong\, First Presbyterian Church and the University of First Presbyterian speaker series\n\n
